Planning for Public Health Emergencies

Individuals with Disabilities

Disability intersects every demographic group -- there are people with disabilities of all ages, races, genders, and national origin. Disabilities can impact a person in a variety of ways -- both visible and invisible. For people with disabilities and their families, it is important to consider individual circumstances and needs to effectively prepare for emergencies and disasters.

Emergency Communication Board

In partnership with Temple Institute on Disability and The Mayor's Office on People with Disabilities, Philadelphia Department of Public Health is pleased to announce the Communication Board.

The Board is intended to be used when spoken English may not be effective. It can be utilized in acute and/or crisis situations and will not be used to replace American Sign Language (ASL) and other non-English VRI or interpretation services.

The user can point to pictures of many common objects, important words (such as "yes", "no", and "stop"), some important phrases, and a small letter "keyboard". The Board also has a diagram of a body that allows the user to identify areas of concern or pain that they may be experiencing.

The Board could be included in an emergency kit like a go bag for a family where the family has somebody who's non-speaking or can't speak intelligibly. The Communication Board was developed by the Institute on Disabilities at Temple University.

Disability Style Guide for Community-based Organizations

Clear communication is important for effective community-based work. The Disability Style Guide provides the best practices for creating written materials, social media content, and other web-based communication. Accessibility tools such as screen readers are supported by accessible formatting and writing. These guidelines will help community organizations create accessible communication for everyone.

This presentation was developed by the Chinatown Disability Advocacy Project, the Arc of Philadelphia, Special Olympics Philadelphia, and DHCC. Presenters include Anna Perng (Co-Founder, Chinatown Disability Advocacy Project); Liam Dougherty (Access and Functional Needs Coordinator, PDPH); and Roger I. Ideishi, JD, OT/L, FAOTA (Program Director, Occupational Therapy Programs, The George Washington University School of Medicine and Health Sciences). Topics discussed include the medical and social models of disability; inclusion; sensory processing and responses; the Americans with Disabilities Act and health equity; speech and communication; and implicit bias.

The National Institute for Health Care Management Foundation is hosting a webinar focused on the challenges faced by people with disabilities during the pandemic and during vaccine rollouts. Expert panelists will discuss the pandemic’s impact on individuals with disabilities, health plan’s responses to support them, expanding care options, and addressing the intersection of disability, race, and ethnicity to achieve health equity.

The Disability Health Committee hosts monthly public forums to inform Philadelphia's disability community on areas of concern in public health emergency preparedness and response, share resources and insights, and support dialogue between community members and public health administrators.
